She is a pretty difficult enemy in my opinion overall. I'd give her a 9 as well. Even with Lunar and Moon Lord tier equipment it can still be a challenge. Especially with the fun of getting deeper into the waves of the Frost Moon and facing Multiple Ice Queens at once.
