I can't speak for everyone but I honestly don't think that's true. TCF RP has lots of great people but it's got to be one of the most unreliable RP communities in the business. Everyone knows it. We're well-used to people going AWOL or snaring chars up and 90% of us have done it at some point if not're guilty of it regularly.

Of course, a courtesy note is nice and all, but it's not like anyone sets out intending to ruin their RPs or others. It's just that life, health, or many other things usurped the time we might've had set aside for it. And that's okay. RP obligations should be near the bottom-tier for anyone in terms of priorities, it's a fun little luxury and that's it.
