Well.. Re logic isnt the developer for mobile , its codeglue
So they may or may not be working alongside for 1.3 but i dont think they are i think codeglue is working on bug fixes and maybe 1.2.2 or 1.2.3 , its not confirmed though.
They're separate teams so the development of the pc version doesn't slow down the development of the mobile version and vice versa

I'm pretty sure Paladins do spawn. But you see, the thing is that you need to be in a certain area of the dungeon (different back walls) and have defeated Plantera. If you have done that, and they're still not spawning, it's because they are very rare.
