No it's not. This is a brand new character on a brand new world, I made the world and the character when journeys end went live.

In my current pre-hardmode Master savegame, I talked to the Tavernkeep, got the Defender medals, and got the Ballista Summoning Staff. For some reason I can use it right away without doing the event.
