Really? I never understood the appeal. What is special about it?

Have you tried it out? It does considerable contact damage, a very high chance not to consume ammo (which allows for sustained higher-tier arrow consumption for a longer duration), and special passive ability that allows a stream of 'ghost' arrows to be fired in conjunction to the already high dps being inflicted.
