If it comes down over Australia, they may get fined or littering. NASA got fined 400% for Skylab. Besides, it's better that stuff being decommissioned gets deorbited, rather than remain a navigational hazard to all the active and rather vital other stuff up there. You'd be surprised how fast they go and how much damage even small paint chips can do up there.
