How about instead of replacing the arrows the effect is aplied to whatever arrows are shot? For example if you are using frostburn arrows the result is bouncy frostburn arrows. Or if you use jester's arrows you get bouncy jester's arrows etc.

It's meant to be a counterpart to the ice bow, which converts arrows to ice arrows, I feel making all arrows bouncy would be overpowered, imagine bouncy holy arrows

But I'd have to remove the piercing as it'll make multi-shot bows less useful.

or you could use local npc immunity so you can have piercing without making multishot bows useless
