F, because it is so damned hard to get even just one white pearl, and let's not talk about pink pearls. Plus there is so many other ways to get luck which is wayyy better than this one.

Black pearls have a 24/625 (3.84%) chance to drop from oysters and are used to make the normal luck potion
Pink pearls have a 1/125 (0.8%) chance to drop from oysters and are used to make the greater luck potion

I agree i will put them in D Tier because they are some of the most useful potions in the game but they are impossible to make
