I use 8.1, and i've no problems

Get a better computer, I have 60 FPS on max settings.

So do I, but when I go underground and come back up, I go down to 30. I have an AMD 8350 and a GT 730 it should run fine. What should I do to improve my frames? (Other than upgrade my PC)

What's a GT? Never heard of it.

It's an entry level tier of GeForce Cards. I'm getting a GTX 970 soon so that should help with FPS.

It's an entry level GeForce. I am getting a GTX 970 so that might solve the issue. I also get 60fps max settings except when I go underground and go back to the surface, then it drops to 30fps. I have updated my drivers and steam but still having issues.

When you get the 970 I'm sure you'll be fine

Graphical cards aren't everything though. Your processor might be outdated or something else.
