Define rounding.
I'm fairly sure there is only one rounding happening and it's when the whole bonus is applied to the useAnimation itself. I'm not sure whether it rounds up or down but I can't check right now.
When it comes to prefixes however, the speed bonus is applied first and affects both useTime and useAnimation, the percentage changes accordingly to round to the closest number the modifier can allow.
