If by that you mean "Primary weapon/s are earlier on the toolbar than tools", then no.

I put my tools after any amount of weapons I have on my toolbar. But yes, it does greatly confuse me why people prefer tools higher up. It's kind of muscle memory for me to press 1 or 2 in a 'panic' situation.

for me pickaxe always on #2, other things I can do with + LMB

Since I'm the odd "what's restarting" guy, I've had the Gungnir/Northpole in 1 for ages, then the Picksaw, then the Pwnhammer... That's about all the tools I need.

Oh, and of course, a rocket launcher is usually in 4, for those times when I can't be bothered to dig.

I always put a close ranged weapon at slot 1, pickaxe in second, third will usually have a hammer or axe, fourth will have a ranged weapon , fifth is a piercing weapon, six varies on the class, seventh is torch and eighth is glow sticks.
