If that doesn't work open task manager and under the processes tab look for a name similar to the application and end it.

I had that happen to me, and it doesn't go away. Try installing Steam to another directory, else wait it out.

Ive had a similar problem with a game thinking its been launched but not actually launching, but outside of what I said above, I dont remember what I might have done to fix it. You tried googling the problem?

Reinstalling steam just made me lose 1000 hours of Terraria progress and didn't solve my problem.

arent worlds and characters seperate from the steam folder and located in your documents though?
