It does. At least the original version of the glitch (I don't know if the current version is the same) worked by abusing the auto pause feature and confusing the game engine with stackable items.

I imagine cranking up the slider increases the ammount of rain particles rendered per area of screen, and certain pre-determined thresholds determine wether the rain event is active or not.

Try using an arena for the first phase, then popping the keys for the second phase. If things are still not going your way, try reforging some accessories for movement speed. We can talk of strategies all day, but at the end of it, it's up to you to experiment and find the strategy that works...
I usually pop a Swiftness Potion or use a flying mount, depending on my loadout. The flying saucer from the Cosmic Car Keys, for example, work wonders in this fight.
