I think so, T:OW uses Rig for animation rather than Sprite Sheet. The animation is controlled via Code in game, which mean custom animation is a thing.

Correct, I do use Piskel for spriting & animating. Fluid? It depends on what you want with your animation, gameplay / sprite or presentation reasons. If you want to know how to make fluid animation, check out this site pixeljoint.com, really useful. (I'm sorry for advertising)

I don't think my computer could handle this game on decent fps & high settings. I'm using i3-2100, nvidia gt730, 4 gb ram. I have a really bad internet, 3G 2 Mbps, yes "bit" & Unstable which mean it might drop to 0 Kbps for a few seconds to minutes and cause download fail. Please don't let this...
