3DS Cannot reforge Tempest Staff

I finally whacked Duke Fishron and got my hands on the Tempest Staff, but for some reason the staff never shows up in the reforge menu at the goblin tinkerer. I can reforge everything else just fine. Is there a trick to get him to reforge my staff? Tried passing it to a friend in multiplayer, but they couldn't have it reforged, either. Tried putting it in a box, saving, coming back, still not showing in the reforge menu when I take it to the goblin. Halp!

EDIT: Found a second staff, also not showing up at the goblin.

I have reforged the Pygmy staff just fine. Two of them, in fact. I don't own the slime or the raven staff right now, so I cannot comment on those. I have looted three different Tempest Staves now, none of which can be reforged. Tried various worlds, goblins, 3DSes, players, but to no avail.

EDIT: Basically what I'm doing right now is chain-farming Duke Fishron, hoping he'll eventually drop a Tempest Staff with the Prefix I want. Which nobody in possession of their sanity and/or a life should ever do.

EDIT2: Apparently this affects all Fishron drops, sans wings. Must be a Fishron problem, not a summoning item problem. http://forums.terraria.org/index.php?threads/3ds-known-issues.37772/page-67#post-904881
