here's the story where i found this bug: i decided to build an arena so i could finally fight the moonlord, then i went over to the dungeon to fight the cultist and pillars but the cultists and the floating moonlord emblem thing were all just not there, so i tried to think of why that would be and remembered last time i recall fighting the pillars was when the game crashed right after i killed the last pillar wich my theory is that it reset the world back to during the pillar fight but didn't respawn the pillars so it never knew i was done fighting them and didn't respawn the cultist, i haven't tried restarting the game and checking again yet, but there was no indication that they were even supposed to be there or that the game was bugged.
