I think there should be a new NPC that arrives during halloween and sells halloween decorations, just like how santa visits during christmas. He would have a tattered brown cloak, float slightly off the ground, and have a glowing pumpkin for a head.
Some of these items could include jackolanterns, fake spiders, fake cobwebs, fake skeletons, new wallpapers etc as outlined in my other post here: My take on placeable decorations
Perhaps he could sell goodie bags too, but at a fairly expensive price, making it still better to farm them from enemies but still providing that option.
When Halloween ends, he dissipates with the message "The spirit of halloween has faded"
Or a "scarecrow" NPC could work too, as suggested in this post: New npc
