The Bag of Inflation is a novelty item that is found sometimes in Surface world chests. It simply resembles a bag full of bills. It's a novelty item that allows you to "make it rain", tossing an unlimited amount of bills in the air without consuming anything.
Because every NPC in Terraria uses coins instead of bills, these have absolutely no monetary value, and do nothing. They don't even do damage.
Tooltip: Make it rain bills! Too bad these aren't worth anything.
It's possible these came from another nation.
