i want to make a town npc spawn after the wall of flesh. is it downed boss 3? and is there also a way you could say what every boss is? thanks!

I think "Boss 3" is Skeletron.
WoF actually doesn't have a "hook" on its own, it uses the same hook as "hardmode", because the game treats the two as the same thing.
At least, I think so.

Yes, Boss 3 is Skeletron. Also, use Visual Studio for easier access for stuff like this
