Xbox Series S/X Unable to access multiplayer

Hoping someone knows how to resolve for my son.

Xbox x series, when we try to access multiplayer through his profile it throws up an xbox error 'To do this, change a setting. You cannot do this because of how your account is set up. Your parent can customise your Xbox privacy settings for your profile in Settings > Account > Family Settings > Manage Family Members'.

I've reviewed all the Settings under privacy and everything is allowed that should be.
Does anyone know what setting exactly needs reviewing to allow multiplayer to work with this game?
 
Is there an Xbox Live Gold or Game Pass associated with the account? One of those is required (by Microsoft) to play online multiplayer.

(disclaimer: I'm not a console player, I just know that this detail has tripped up others with a similar issue)
