Why does Necro armor have a lower rarity then Jungle armor despite being obtained later in the game?

Necro armor has a rarity of 2 (green), which is stated on wiki.gg as mid pre-hardmode even though it's post Skeletron. Jungle and bee armor have a rarity of 3 (orange) which is stated as late pre-hardmode, and yet is meant to be obtained pre Skeletron in the jungle, which is considered mid pre-hardmode.

I will also add that other pre-hardmore armors are like this. Obsidian, Meteor and Shadow/Crimson is obtainable after EoW/BoC is defeated, which is (at least in my opinion) when you transition into mid pre-hardmode. And yet they are all a rarity of 1 (blue), rarity 1 is described as early pre-hademode and are usually used from EoC to EoW/BoC. Why do these armors have a level 1 rarity even though they are arguably mid pre-hardmode armor sets?
 
I don't think it's relevant, but I often kill Skeletron first. I get a grapple hook, throwing knives/shurikens, and often kill skeletron before reaching 200 health. I don't think that's the intended progression but Skeletron is the easiest to access boss in the game. You can even set up a village in front of the dungeon and try repeatedly unlike many other bosses. This isn't the case in master mode, where I almost always gear up, which causes EoC to spawn, but maybe it's because some players access the dungeon before they dive the jungle.

I'm overly familiar with Skeletron's movements so that might be why I do this, but it makes logical sense that players might dive the jungle first because the loot there is excellent and skeletron is a decent pre-hardmode fight for new players with under 200 health or on Master/Legendary modes.

In other words I just don't know. It's a good question that probably amounts to "the materials are easier to gather" or it was a developer oversight issue.
