Mana Overcharge expires after 15 seconds

I don't know where I would find so many stars to collect, so 15 seconds could be not enough, I'd raise it a bit.
Anyway, I like the main idea, and I always like more tinkers

Also, a little something. (It's a part of my idea, that leveling up buffs could have some small animation)
