Can't seem to get fishing to work, any advice?

You first need the bait, which are critters that can usually be found on grass and background stones. Next, you need to approach a place with a huge amount of water, positioning yourself close to it, but NOT TOUCHING THE WATER and swing the right analog in a downward arc (somehow the upward arc doesn't work) and wait for the fish.
