Are Darksteel Knights hardmode?

Also Voodoo Demons don't seem to be spawning either (I am playing on a multiplayer server)

Everything is spawning but what the mod adds

I'm playing Thorium, Grealms and basemod and Darksteel knights aren't spawning in the dungeon. Is this because of the extra mods or is it a common problem?
