From Whitney's Miltank healing itself with Milk Drink and attracting your Pokemon, to Lenora's Watchog spamming STAB boosted Retaliate, and even Cheren spamming Work Up to make his attacks extra powerful, they always find a way to at least stall for a really long time.
I honestly never found Norman to be much of a problem for some reason, though.
It's probably because an AI can't really use Slaking to its real potential. A player who can actually level it up and give it a good movepool can devastate, but he can't. Because of that, he can't make good use of its gimmick.
Slaking might be the non-legendary Pokemon with like, the most stat total, but I always found it a bit restricted because of its ability. Some people could use that to their advantage, but Norman definitely doesn't.
