It can vary a lot, it depends on the size and even on the speed you want the animation to be. I think the minimum you can do is 3 frames, for a very small flame for example. 4 frames usually works fine, but you can do as much as you want. Maybe 6~8 frames is a good size to get a detailed fire animation going on.
