Personally, I'm hoping to see more Otherworld sooner or later. 1.3.1 takes precedence over Otherworld at the moment, however.

They are both made simultaneously, Terraria is updated now by like... 3 people? The rest of the team works on T:OW. So wouldn't say a precedence, but rather dependance on a progress.
