Lock the person up if he may be about to do something? Sure, but now you've gotta keep him. Also, he may tip everyone off to the fact that the world isn't quite normal sometimes. If it's an anomaly, and it threatens the masquerade or the masses, it is dealt with accordingly. The personality may be fine, but their nature may throw everything into disarray alone.

The point is, it's pretty obvious that iris poses no threat whatsoever and yet they continue to keep her locked up. And she's one of the lucky ones.

Yes, could. But as i mentioned before, a pilot could kill hundreds of people if he felt like it. But there's absolutely no evidence that would happen. The worst thing iris ever did was try to escape(which is completely understandable), and she didn't even hurt anyone.

The question is also what kind of damage will society do when she is revealed? They won't react well, and mass death that they don't control is one of those things that they try to avoid.

Everyone has the capacity to cause large amounts of harm and destruction, but the vast majority of them don't. Heck, you can learn to make a bomb on the internet. Unless there's an actual threat, people shouldn't be treated like criminals.

If you had superpowers, and the government arrested you without a trial simply because theoretically you might use them for evil(or even just use them at all), would you be ok with that?

And then there's the horse, scp 42, that is in a state of constant suffering and they don't even allow anyone to try and put it out of its misery. They haven't learned anything from it and if handled correctly it isn't a threat, but they keep it alive and suffering for no reason.

If that happened in real life, people would riot. There's a reason we have laws, even for war. Because if suffering can be avoided, it always should be.

Yes, but all they would need to do to fix that is put it in an enclosure and make sure anyone who visits it has proper protection, or just put it out of its misery, but they force-feed it to keep it alive and don't let anyone try to euthanize it, even though that's clearly the kinder option.

No one needs to ride the horse. Although given that its wounds don't seem to heal, putting it to sleep would probably be the kindest option. But they keep it alive despite the fact that it clearly just wants to die.
