Making a good game is a lot harder than making a good mod for sure.

Both may be difficult, but making a game is way more difficult depending on which genre you're targetting. Making a mobile platformer game might be easier, but in the end, a mod is just a modification or an extension of something that already exists, needing you to not only think outside the box, but inside too, and it is where it might prove to be difficult.

Coding wise, mods are way easier, i made one. Creativity wise, i think making a game would be harder because you would have to go from the ground up.
