Start the game in Journey Mode as it freely gives you a summon right off the bat. Otherwise, you likely won't get your first summon until you kill the Queen Bee.

Solely relying on the finch staff can be problematic though. Box yourself up during a blood moon and fish for the vampire frog staff. It might be a bit clumsy to use, but still it's better than the bird.
Also if you can try to go for the imp staff before fighting Queen Bee. It's possible to do it without the imp, but it will be a slow fight.

You're never relying on just your summons to do the work when you focus on the 'class'. The addition of whips is proof that Summoner has to fall back on something to help supplement the damage their summons are putting out.
