Eh? Why would you want to exhale if you're about to enter water? Taking in a deep breath right before you hit the water makes you more bouyant and makes it easier for you to float.
Unless you're talking about ascending too rapidly (assuming you didn't have a choice in the matter) going from high pressure to low pressure, in which case you probably would want to exhale, but either way you're probably going to be dead.
