arent those tentacles suppose to come out in 2nd phase lol?

yea, but thanks to 1.4, enemies that pick up money (except ones that appear on lifeform analyser for some reason) are saved in that area, and will respawn when you get close enough to them, and plantera's 2nd phase tentacles are no exception. i actually came across this in master mode while trying to get the seedler for zenith.

the weird thing is is that ones attached to the main body aren't saved, while the expert/master ones that spawn on the hooks are saved.

is it weird to you that the hooks are immortal?

i've noticed that enchanted swords are far harder to come across in 1.4 then before, and every one i've used for the zenith has come from fishing so far

no, plantera needs those hooks to move, so it doesn't strike me as odd

ya true otherwise she would just be floating without them

i wouldn't know where the hooks come from. is that part of all the lore?
