probably not considering it's still available.
I'm surprised it hasn't been slapped with a cease and desist yet, because it steals resources from Dota 2. then again, there's a very VERY small chance that they have permission from valve... but considering how quarter assed the game is, it's pretty logical to assume that they don't.
