What do you use to decompile tAPI/Terraria? I have been having trouble finding a program.

I'm sure. If anyone can download the decompiled source code like that, that means anyone can play the game for free.

You can download the source code, then you compile it and anybody can get the game free.

Well, the image files are already all over the wiki, and what matters is that the source code let's you play the game with its full mechanics...

Backgrounds aren't actually needed; they're just aesthetics that can easily be modded out. What's important is that you have everything that makes the game run properly in the source code.
