I think you meant "Hola, yo estoy loco" which would mean "Hello, I'm crazy". No offense, just trying to figure out what the 'soy' part was supposed to be, and that's the closest thing I know of.
The difference is, sometimes that "soy" is more of a permanent thing, while "estoy" is momentary, so "Estoy loco" can be seen as "I'm crazy right now (but may not be in a few minutes.)"
