This was probably just an oversight just want the achievement to be fixed so newer players don't miss out on two of the bosses and the achievement will be accurate.

So I was trying to help someone out on the Discord who's NPCs weren't selling pylons so I checked out my own NPCs and realized they also aren't selling any pylons. My NPCs are happy and they are able to sell stuff so I'm not sure why they won't sell the pylon.
