Depends on the mod. Some are pretty much only available through the mod browser, while some will have alternative mirrors. The one you linked seems to be pretty much a link to the mod browser domain.
A whole new NPC seems like too much, some references in dialogues for other NPCs and some reference items seem like a better idea.

Seems more or less fair and quite easy to implement.
On the other hand, I believe you shouldn't get Tattered Cloth during the invasion as that could perpetuate a endless cycle of invasions and (from my memory) it is unusual for an event/boss to drop it's own summon item.

EDIT: The amount of "random" and "procedurally generated" in this sentence is a little bit too high and randomised bosses and enemies may not fit the format of Terraria.
The armours are designed each with a class in mind, so an "jack-of-all-trades" could look kinda out of place. Also, unless you're planning to use a special versatile play-style, the 4 armours should be plenty of choice (expect the lack of a throwing armour, but the class is kinda underdeveloped...
