Did you try to backup your stuff (Documents -> MyGames > Terraria -> Player/Worlds) delete and reinstall the game?

Or to verify the Game Files? (Rightclick on Terraria in your Steam-Lib -> Properties -> Installed Files -> Verify integrity of game files)

tried reinstalling and deleting but havent tried to verify it i will right now and tell you

Try running the XNA installer from the Terraria install directory. If that doesn't work, you will need assistance for fixing 32/64 bit mixups.
