I've seen this bug pop up in the 1.24 update for mobile. I fell off the game and assumed this would be fixed, but coming back it's still here.
Running across a solid floor of asphalt doesn't give the speed buff, unless I run across a gap in the asphalt. Then the buff applies normally until I walk/off the asphalt path.
