Resolved Bug when launching from Steam

Whenever I launch Terraria 1.4.2.1 from steam it displays a message

System.InvalitOperationException: This resource could not be created.

I have tried reinstalling the game and Verifying the integrity of the files and it always says 1 file failed to validate and will be reacquired.
Is there anything I can do to fix this or is it something wrong with just my computer or copy of the game?

I've fixed it, it turns out Terraria requires an audio output to launch, seems odd but okay.

This is the script that installs .NET and XNA. You can safely ignore it. If there is more than one file reported, that's when there is a problem.
