It appears to be a programming example someone made and put up over a year ago. As far as I can tell, the example doesn't even work correctly.
It doesn't really resemble Terraria at all, except for the Guide sprite he seems to have helped himself to (and the name, of course).
I'll forward it to the proper people to see if anything needs to be done about it. In the future, though, we'd really rather people would bring things like this to our attention privately via PM.
I see no real discussion value here, so I'm going to lock this for now.
