Microsoft doesn't allow their consoles to communicate with other devices on any other network but Xbox Live.
So the pc version must support Xbox Live for it to happen. As the pc version is released trough Steam and GoG, they probably have a say about this. GoG is probably ok with it, but Steam... I don't know, I'm guessing probably not.
The games on pc that have cross-play through Xbox Live, have so far only been released through Microsoft Store.
