Console and Mobile updates must go through first party certification, which is a review process done by Nintendo, Microsoft, Sony, Apple, and Android. This is absolutely mandatory, and they do NOT allow update releases on their platforms until this process has been done by them, on their time.
Unfortunately, this process can take a while, sometimes as long as a few weeks.
Thus, while PC can update whenever we want it to, updates going to Console and Mobile have a required delay that can never be skipped, and we have zero control over how long that process takes.
So that's the answer to your question; the hotfix updates are delayed due to the certification process that must happen for every update, and it will be done when the other companies say its done.
