Spectre Staff is meh if you have a weapon like a Possessed Hatchet.
The shield is meh too until you're playing MP. Ankh Shield is better IMO.

So, I'd go for the Tactical Shotgun. It's a good weapon for crowd control and some bosses, especially when paired with chlorophyte bullets.

I am a Mage class.

If you're a pure mage, the Spectre Staff is okay because of their homing abilities but it feels a little underpowered for a post-Plantera weapon.

If you have exceptions, replace the staff with Possessed Hatchet (it's stronger and faster) and use the Tactical Shotgun. Don't bother about the shield until you play with friends.

Yeah, you should go for the shotgun. The shield is quite usefull if you're playing as a tank with your friends but on your own it's not so great. The spectre staff i don't really like, even with spectre armor it just doesn't feel strong or powerfull.
