Flower boots flare gun trick still kinda works

if you place the flare on jungle grass keep walking over it with flower boots while swinging the lavaproof bug net you will still be able to farm for jungle grass seeds. Happens on Journey mode.
 
The changes to the Flower Boots were more to stop easy farming of critters as bait. As far as I can tell, you still need to move around with Flower Boots equipped in order to grow grass/flowers. That you can still get seeds was probably an oversight when critters were patched out, but seeds are of more limited use in comparison.
