PC Golden Tombstone for Hardcore character

Recently, I found that NPCs could sometimes drop a Golden Tombstone when slain for a Hardcore character, but it looks far less than a normal one, so I wonder if there are any the condition for NPC to drop a golden one? Or it is just pure random and with less chance for a golden one to drop?

I think it's pure random, like a 10% chance.

If you have more than 10 gold coins in your inventory at death, you get one of the golden tombstones. I don't think it differs for soft/medium/hardcore.

As of 1.4.0.1, hardcore characters will drop a tombstone at death (same link as above).

Whether it's golden or not depends on the amount of coin in the inventory at the time of death.

Yes, but there's no way to use that golden tombstone since the hardcore character you used to make it is now gone. They are asking about NPCs dropping golden tombstones.
