The Tavernkeep will appear at random spots after you have defeated either the Eater of Worlds or Brain of Cthulhu. Typically on the surface. I'd try exploring for a bit after defeating either of those bosses (depending on whether your world is corruption or crimson) and from there he should appear at some point.
Try equipping a hunter potion when searching, it should highlight his body.
