Game Mechanics Hotbar overriding any current action

What the title says.

Is it possible (even through a mod) when I click one of the 0-9 numbers the game activates whatever was in the hotbar by that number, irrespective of whatever it is I was holding at the time.

I can't express enough what a source of frustration and displeasure this is.
