Xbox One How do I change my safe zone UI on console?

So I'm having troubles with my UI halve of the controls have been cut off and people say the only way to fix this is with the TV.

I have a Panasonic TV and when I press the menu button then picture settings, it doesn't come up with anything with the screen zoom or anything that can help with the solution.

If you've got a solution please reply and I'm too fustrated to keep on rechecking the settings over and over again to fix it.

Some TVs don't have the option required to fix this. As far as I know there isn't a way to fix this. I'm hoping one of the upcoming patches adds something that lets us set the UI boundaries.
