How Do You Make Wavebanks?

I've been looking around for a way to make wavebanks and all I find are some outdated guides on the old Terraria forum. Any help? I really want to make a wavebank...
 
The guides aren't really outdated since the process and tools haven't changed. The steps outlined here still apply:

The only difference is that there are far more audio tracks in 1.3, and a list is available here.

It's possible my explanation the other day wasn't quite clear enough that building a new wavebank requires Visual Studio and XNA Game Studio 4.0 to compile. You can get both of these for free from Microsoft, but the requirements are a bit steep if you're only wanting to do a one-off project like this (and I hear XNAGS can be a pain in the butt to get working with newer versions of VS and Windows). Unfortunately, I'm not aware of any alternative tools that can do this.

If you're not having any luck getting this to work or don't want to attempt it yourself, you might be able to find someone with the tools who will volunteer some time if you provide the source audio. I can't do this right now, but you can DM me over the weekend and I should be able to help out with it then.

Update: I did a quick look-around and it looks like it might be possible to grab the audio tools out of XNA Game Studio without needing to install Visual Studio, which will make DIY projects a whole lot easier.
